Flood Monitoring in Zakarpattia

ULRMC provided methodological and technological assistance to the Informational and Analytical Department of the Ministry of Emergency Situations and Chornobyl Affairs of Ukraine during the development of critical flood situation in Zakarpattia in March 2001.

The objective of this work was to provide the Ministry of Emergency Situations with NOAA-16 satellite data, regularly acquired via the ULRMC-owned HRPT station. The weather conditions enabled reception and decoding of the data during the flood overflow on March 6 and 7, when the water level in Tisa River and its tributaries reached the highest levels. Further data collection and analysis was performed on March 14 when the flood was down from its highest levels, and on April 3 when the flood was over. This work allowed observation of the real extent of flooding in the Tisa river valley and monitoring of flood dynamics.

The decoded materials in the format of vector map objects and satellite image fragments was presented to the Information and Analytic Department of the Ministry of MESCAU, and used in preparing a composite flood map of Zakarpattia, with the printed version delivered to the Government of Ukraine for use in post-flood decision making processes.
