February 24, 2004 - ULRMC signed an Agreement of Cooperation with the National Scientific and Research Center of Defense Technologies and Military Safety of Ukraine. The Agreement of Cooperation provides for the scientific and technical cooperation in outsourcing and addressing the environmental and natural resource issues.

According to the Agreement of Cooperation, the main lines of cooperation are:

• Development of information resources to support decision-making on the protection of the environment within and around military units;
• Identification of possibilities for prompt response to the environmental emergency situations, including floods;
• Promotion of international cooperation;
• Training for specialists of the Center of Defense Technologies and Military Safety of Ukraine in remote sensing and IT application;
• Use of ULRMC materials for the reports development on the environmental state of the area within and around military units;
• Scientific, methodological, organizational and information support of the project implementation.

In 1993, the Scientific and Research Center of the General Staff of the Military Forces of Ukraine was established, and in 1997 got the status of the National Scientific and Research Center of Defense Technologies and Military Safety of Ukraine.
