ULRMC Launches the Next Phase of the Project "Fire Monitoring in Crimea, Carpathians and Polissya"

This project aims to continue the early identification and fire monitoring of potential fire elements in Crimea, Carpathians and Polissya (including the CEZ), using NOAA satellite imagery acquired by ULRMC via its satellite data reception station.

The project is expected to result in the expansion of the ULRMC fire archive and improved automation of satellite data processing, as well its online and e-mail delivery. The project will analyze the patterns of fire distribution in efforts to improve the fire monitoring system.

The project's goals include:

  1. analysing the regional and seasonal patterns of fire distribution in order to improve the fire monitoring system.
  2. using in-situ data for validation of the acquired NOAA data;
  3. facilitating a workshop on ULRMC satellite fire monitoring experiences between 2000-2003 for potential clients.

The project is an outgrowth of the fire monitoring activities that ULRMC has been undertaking using satellite technologies since 2000, with financial support from the U.S. Agency for International Development (USAID-Kyiv).

Over the past three years in fire monitoring, ULRMC has identified and tracked more than 1 000 fires within Ukraine. Among permanent users of the ULRMC information are the Ministry of Emergency Situations and Chornobyl Affairs, the Ministry of the Environment and Natural Resources, and the State Forestry Committee of Ukraine. Until February 15, 2003 (or longer if determined necessary by ULRMC), ULRMC will accept expressions of interest from Ukrainians who are qualified to serve as external experts during the implementation of the project. Requirements will include two technicians for image data downloading and processing, a programmer, a fire statistics specialist, a fire analyst, and a project reviewer.
